This article begins by highlighting Sri Lanka,s success in attracting investment after the completion of a three decade civil war. However there is growing concern over the productivity of these investments and the role played by the government (in public accountability and good governance). Basith Inadeen also highlights the danger of a state monopoly as it often results in inefficiency and high levels of corruption. The solution to this problem is a proactive civil society which can be achieved through a tool commonly known as the Citizen Report Card (CRC). The CRC will enhance good governance in countries by measuring levels of public awareness about citizens, rights and responsibilities and provides a comparative picture of the quality of services.
