“This paper suggests that the scale of urban poverty is under stated in the official statistics used by governments and international agencies in most low- and middle-income nations and seeks to explain why this is so. Part of this explanation is the extent to which the general literature on the definition and measurement of poverty does not draw on available evidence on urban poverty, and this paper seeks to marshal enough of this evidence to demonstrate this. But the scale and nature of urban poverty are not well documented in many nations.
